Mine started getting little stubs as early as 4ish months. Some got them later. It's one of those things that depend on the fish.

Females can get pregnant anytime. At one day old, even. However, they rarely give birth until they are at least 3 months, and it's also bad for them to get pregnant so early, so try to avoid that.
