64L Uncycled Tank At .25Ppm Amm In 24Hours

how is it possible for one betta to produce .25ppm ammonia in 24 hours, when a betta in 48L tank would take a week to reach .25ppm amm??
and I am doing daily 75% water changes

Dead plants decomposing food there are many ways ammonia can be produced it is not just from the fish
