bascailly the title says it all, my only furterh question is watehr o could get away with two MALE cockatoos with no femals presetn or would they still fight? what about a singel male

and is the propsals as a whole workable

No, you can't have 3 sets of dwarfs in a 40 gal. I don't know about having 2 male cockatoos, but you could have 2 pairs in a 40gal and I wouldn't push past that. You could do 2 pairs of rams, but as I said I don't know cockatoos, so I'll let someone else handle that.
