4 X 20watt 24"(80watts) Enough For 36 Gallon?

Co2, trace element stuff, fertilizer, and the plants are still dieing. Why? well the only thing left is the lighting. Only a 20watt bulb lights the tank. It's a 20" deep tank and a bowfront. 36 bowfront with stand to be exact.

I was going to use 4 20watts, three bulbs that put out a lot of red and 1 that puts out a lot of blue(mainly cause i already have the one that puts out more blue)

I bought a ballast that will support 4 t8 bulbs and is instant start.

I just need the best layout for the lights inside the hood.

I prefer 1 and 3. Although 1 might have clearance issues with the ballast, but will allow for a better reflector in the future.
3 might have the bulbs too close to the glass and the reflector wouldn't really reflect except for straight down and not in multiple directions.

I plan on adding a small cooling fan driven off a small dc adapter or some vent slits in the top for quiet operation
