3 Gallon Tank

I've got a 3(UK) Gallon tank coming for Christmas (13.5litres of water).
What should I stock it with?

These are the two ideas I've got:
- A school of Neons
- A betta (I have already got one so i'm not too bothered about this one)

What do you think I should do?

Not big enough for neons, only really big enough for either...
-A betta
or
- 2 ADF's
or
-Some shrimp
or
-A snail
or, at a push, one or two endlers.

maybe a few corys
Not big enough for cories.
 
the only non-betta I'd even consider putting in there are any one of the Boraras species like maculata, brigittae or merah

I would not add those to a betta as the betta would consider them food.

Tell that to my stupid bettas then, who have been getting along with b. brigittae for since I moved to IL. But my tank is much larger, 15g, and the faster brigittae can find room to escape. So not for a 3g, but perhaps if the tank had plants and a strict maintenance regimen were adopted, you could fit between 4-6 brigittae alone if you can find them. They are not easy to come by, at least where I live. They are a great fish.

Another option, also kind of hard to find are mosquito fish. Especially the males (uber tiny fish!), but I don't know if males are too agressive with each other. The females are quite a bit larger, and since they are livebearers, you may have fry. They used to be native to the Caribbean (sp) and parts of S. FL, but their numbers are decreasing and being displaced by more agressive species. Still a potentially fascinating option for a very small planted tank.

Shrimps are good too, but I would want to eat them if I ever got them. Or ADFs, as others have recommended.
