3.8L Lighting?

The tank is an queon mini bow 1, it houses my betta, and i would like to add plants, but obviously I cannot grow plants under a Incandesant bulb. Any Ideas? Measures are 20.3 cm x 15.2 cm  x 22.9 cm

I would love too but until my reptiles are moved into the reptile room, i'm in a pinch for space.
