The API freshwater master kit gets recommended a lot. In some areas it's the only one available, and it's pretty straightforward (the nitrate test can be finicky, but just follow all the steps on the back of the card and you'll be ok). The only other test kit available in my area is one that tests nitrite and nitrate in a single test, which is pretty useless IMO (Is it 0 nitrite and 20 nitrate or 1 nitrite and 19 nitrate, etc). I see interpet's recommended as well.
For a heater, I've never been picky about brands. For the size tank, get the smallest one available and it should be sufficient. They're usually rated by size of tank.
