Actually, doing a fishless cycle is probably cheaper and quicker than doing a fish in cycle.
You do less water changes therefore you use less dechlorinator if doing fishless.

Fishless takes, on average, 4 to 8 weeks to complete form start to finish, quicker if using a good bottle of Dr Tim's One and Only Nitrifying Bacteria or good mature media from an established tank (a week to cycle using these methods)
Fish in cycle takes at LEAST 3 months to complete if lucky, 6 months or more is not unknown to complete the process.
And more importantly, fish will not suffer if you're doing a fishless cycle. Kinda cruel if you do a fish in cycle knowing the fish will suffer. Now, there is no real hardy fish that would be suitable for a tank of 23 litres so the chances of any fish surviving a fish in cycle in that tank is slim to none really am afraid.
Think will still need to get a decent test kit, preferably a liquid based test kit. No master which method you do, fishless or fish in cycle, you will still need to test the water parameters for first few months to be sure your tank is as should be, especially with a small tank like yours.
Lastly, 23 litre tank is a small tank, what are you planning to stock this tank with?
