20 Litre Blue Planet - Filter Not Working

First time posting here in like a year

Anyway, i have a 20 litre blue planet tank, which is under 6 months old, has no fish in it yet, and is in mint condition, however i checked on it one day only to find the filter is not on. Yes its plugged in, yes its turned on at the wall, yes i have tried moving the plug to different wall sockets. Why is it not working? It is very odd and completely out of the blue i can see of no possible explanation as to why it is not working. The pump itself is submerged in the water and where the wire goes into it also submerged but the way it sits, well it looks like it is supposed to be fully submersible.

Any ideas? what do i do?

Is there a primer on the filter? Not all filters have them but it's usually a little lever or tab you pull up and down several times to get all the air out. My filter won't work if not properly primed.
