2 month old guppy fry help

This is my 2 month old guppy and for some reason he is stuck at the very top of the tank barely moving, just floating around. He’s still breathing and looking around but it’s like he’s stuck to the top of the water.

Its gills are really red and the edge of the tail is frayed. The most likely cause is poor water quality or something toxic in the water.

Do a 75% water change and gravel clean the substrate every day for a couple of weeks and see how it goes.
Make sure any new water is free of chlorine/ chloramine before it's added to the tank.

Check the ammonia, nitrite, nitrate and pH of the tank water.
You want 0 ammonia, 0 nitrite, less than 20ppm nitrate, and a pH above 7.0.

I have 0 mitrite and 0 nitrate ammonia looks a little high and ph is fine. Going to change some water and add salt
