A no from me, because I love my fish too much to cause them pain and discomfort. I wouldn't do it for aesthetic reasons, I find that shallow. If it was a severe case of fin rot that was at risk of attacking the body though, if I had tried all else, maybe I would try trimming to stop the fin rot progressing.
 
I'd consider it for the first reason, but only if it is really a serious problem and you can't curb it any other way. It'd be worth a shot.
 
My betta has short fins - it would be tough to trim them and I wouldn't do it.

If I had a longer-finned fish, I would consider it to stop something severe, but I think things are best left alone sometimes.
 
I've done it for severaol reasons (chronic uncurable finrot/septaecemia, growing back strangely, although that was slightly more than cosmetic, fins have grown in ways that really don't help mobility or betta sanity...). As long as you don't go mad and cut off the whole fin, it grows back fine, and once they're over the initial shock they are pretty much back to normal. Certainly less stressful than having most of it bitten off either by themselves or others.
 
I'd do it for both reasons, first more than the other. I'd only do the second if the disease became bad.
