i have a 14 gallon, gravel substrate, bog wood structure, one live plant and good filtration causing a medium current across the surface.

what 1 or 2 fish would you put in it

You won't be able to put anything that gets very big in it. IMO, it won't work for any fish that will get over about 4" long. You could put a decent little school of tetras or rasboras in it. If you have good filtration, you should be able to put 7 to 10 of them in it as long as your maintanence routine is good.
 
You could fit 3 dwarf puffers in there. Regardless, you'd need to add as many hiding places as possible.

I'd (as usual) go for gouramies. A trio of dwarfs OR honeys (colisa lalia and c. sota/chuna respectively) OR a single paradisefish (macropodus opercularis - no tankmates) OR - probably the most fullfilling, a single male opaline (or another three-spot color morph - trichogaster trichopterus) gourami.

There are many other fish that would work but I assumed you wanted something medium-sized to large that would do best kept alone or as a pair/trio. There are lots of other options as well but it's difficult to suggest without you giving us a way to narrow it down - I mean you could keep all sorts of livebearers, cichlids, catfish, a butterflyfish, even certain non-schooling barbs in that tank alone or in a very small group etc...

Personally I'd go with the dwarf puffers too. A pair of them would be nice, I think 3 is pushing it slightly, depending on whether you are talking about US / UK gallons.

***EDIT***

Acutally, I'v ejust seen the gravel substrate, so I'd avoid the dwarf puffers.
