what about a dwarf otocinclus on the bottom?

They kinda move all around the tank, not just on the bottom..
Personally id go:
14 of one type of tetras
5 ottos
and 1 male, 2-3 female dwarf gouramis.

I wouldn't go with hatchet fish in that small of a number..
 
Really we should be asking the OP what his local water is like; there's no point discussing soft water tetras if his water is hard and alkaline!

OP; what's the hardness of your water? Just roughly,; do you get limescale in your kettle/showerhead for instance?

Just to address another couple of points; hatchetfish do badly in threes or fours, they need to be in small shoals of at least six too; same for the otocinclus, which also don't fare well in newly set up tanks.
 
just had a look at my water suppliers website and 230 - 280 mg CaCO3/1 for the area that i live in
 
Ok, that's quite hard, so a lot of the tetras won't do so well; ones that do are; black widows, blind cave tetra, bloodfins, Buenos Aires, pristella/Xrays, red eyes, silvertips

Many of the rainbowfish do well in harder waters; Boesemanni, Celebes (do give those a thought; they never look much in shop tanks but are stunning once they've settled in), red rainbows, dwarf neon/praecox

some barbs do ok too; cherry, Odessa, rosy and scissortails are all worth looking at.

Then there's kribs, glassfish (the Indian glassfish, not the glass catfish), and the freshwater gobies, plus all the livebearers; guppies, mollies, platies and swordtails.

I know its not going to be all of them, what ones are a definite no.

I forgot to mention gouramis; pearl, blue (although I've always found them to be very aggressive) and sparkling gouramis all do well in hard water.

Oh, and the bristlenoses would be fine too.
