I'd say that means 120 volts AC (Current) or basically American mains supply.

i have no clue what VAC means but those are the specs! Jeeze you guys are suppose to know this stuff!!!

VAC is Volts Alternating Current. We need to know your tank size and the type of plants you are wanting to use before we can advice you as these both effect the amount of lighting you want. With a 17W lamp, it would have to be a small tank to get anywhere near enough lighting for normal light requiring plants.
