Do you want a typical community? Will it be planted?
Myself, I'd go for some multifasciatus shell-dwellers or a tiny community - probably with 5 spotted rasboras, 3 pygmy cories and a trio of sparkling gouramies or mosquito fish.
Alternatively, 6 neon tetras and 2-3 otos would work or 7 pygmy cories (which are schooling fish and actualy spend most time in the middle layers) with a couple of honey gouramies or maybe a pair of rams with some harlequin rasboras.
Then there's killifish or dwarf puffers. Plenty of very small rasboras, khulie loaches and other small loaches, the smaller cories, black phantom tetras, cardinals, neons, other small tetras, spotted rasboras, harlequin rasboras, some microsrasboras, cherry barbs, platies, guppies, endler's livebearers, mosquito fish, african butterfly fish, peackock gudgeons/gobies and similar oddballs, honey gouramies, sparkling and possibly croaking gouramies, dwarf gouramies and female bettas...
Obviously, not all those fish will get on together so watch what you choose but there are plenty of fish that can be put in a 10 gallon if their tank-mates and the aquascaping suits them.
