10 Gallon Puffer Tank

They might not eat guppy fry but will certainly attack them. Any small fry will be attacked or get eaten. Guppies are definitely not suitable tank mates anyway. Their nice floaty tails will get torn to bits in no time.
True, you shouldn't really keep any long fin fish with puffers, especially DP's.
 
i had a green spotted puffer for quite a while and i fed him fry every there and then. his main diet was consisted on small snails and tubifex worms bloodworms ect.

A GSPS's natural diet would not include fry, as such, they shouldn't be fed fish in home aquaria. better food include mussels and other meaty shellfish.
 
I have heard of someone keeping them with neons. Is that safe?

Keeping what with Neons, the Dwarf Puffers or the Green Spotted Puffers mentioned above?

Dwarfs no idea, but as with most Puffers i wouldnt recommend it. The GSP are Brackish and Neons are fresh so that would also be a No
