That tiny pinch added to the 10ml of water in the test tube is like pouring a handfull into a bucket. Try mixing up a bucket of water at the half a teaspoon to 5 US gallons solution and test that, the pH shouldnt rise to more than about 7.5
 
My own tap water is that soft too and ive never had any problems with keeping fish. As long as you do regular water changes and keep fish suited for it then its fine.
Most fish will adapt to what the water is though breeding certain types may prove hard.

I keep my pond fish in this water too and they should have high alkaline and ph but are thriving all the same.

Yes but what is your kh? As my water is very soft as well with barely any readable buffering capacity it can be a problem, for example, in a planted tank using c02 (or not). Regular water changes dont do much if their is no buffering cpacity in your tap in the first place ;)

Yep baking soda and no its US gallons so it would be a whole level teaspoon in 10 US gallons. Once you get the feel of how much you need to add you can increase or decrease the ammount to whatever level you need to still maintain a stable pH but retain the softwater.

Exactly what I do, you just get into the swing of it.
 
i did more test, this time with as much water as the lid of the API test kit can hold.
after getting the water to 2 degree KH, the water is about PH 7~7.6 according to the normal PH testing kit (i can't tell the small difference in colour to pin point the exact number), and about 7.4 according to the high range ph kit
 
adding baking soda def raises the ph. i put 1/2 tsp in 60 gallons and it raised the kh to 3 and the ph to 7.4. it may be just the remainder of the crushed coral tho.
