high tested for clourine and got 0.8 is this bad

Why are you testing for chlorine? If you add a dechlorinator, it detoxifies chlorine.

Under normal circumstances, all you need to test for are ammonia and nitrite, although a nitrate reading every now and again can be useful (albeit the results tend not to be that great because compounds settle out of solution).
