Found some shrimplets late last night. Tried my best to count them, but they are SOO hard to find! I know there's at least 5, but I can only see properly from one side of the breeder box at the moment. There's gotta be more than that, wouldn't even a young female have at least a dozen or so eggs?

If you've been using that bottle for a while, it would be a good idea to replace it with a new one. You've used much more liquid in it, than the crystal/powder that needs to dissolve, so it's still not accurate.

Does your local shop offer water testing? If the ammonia is dropping, it's possible it's being processed through, and the test results are wrong. See if you can get it tested and compare your results.
