they might be young adults at that size, or just small guppies as adults.....   Another possibility is that they grew up in a smaller tank so they aren't able to reach their maximum length and size.

its fine now, i guess it was just a beginning thing that it did to get water in all of its spouts and things, i did add water almost up to the spillway and it did help out
