What are you stocking? Unless you are keeping horses etc, the flow should be atround 20x.

Your tank...

29g = 130l
The Oceanic pump is rated as 243gph = 1100lph

This gives an 8-9x turnover.

Is you stock situated by your outlet?

Unless you have specific stocking requirements, you NEED powerheads.
 
I haven't looked in the back of a biocube for a long time, but it may be as simple as replacing the pump with a smaller one?
Or if not, perhaps you can point the output against one of the sides of the tank, as it bounces off the glass it will be much slower.
 
I don't know exactly how the bio cube works, but what about a diy mod to sPlit the return? Filter say a third back into the area where water is treated?
