does anyone know if the bio flow one is supposed to be fully submerged or quarter out the top of the water. Also it has suction cups on the back but they keep popping off the glass. Anyway I can stick in on there better ?

It's an internal filter so it's to be fully submerged. The only part to be above the water is the top end of the plastic tube.

Suction cups usually fail eventually when they become hard. That's why I like Eheim internals, suction cups for those can be bought separately.
