My filter stopped working so i gave it to my dad to fix it, got it back working fine, now when he had it i guess that he washed it with tap water. A week after it went back in the tank its got all milky in the tank, is this a bactirial bloom?
 
White cloudy water is usually a sign of a bacterial bloom. However, if you think your filter media may have been washed in tap water, you will need to keep an eye on water parameters. All the good bacteria in your filter may have been killed off. Check ammonia and nitrite readings in particular.

That's good news then! Hopefully the bloom should go away in a week or two.
