fully cycled?

after 15 weeks, just checked and found the following numbers:

NH3 0ppm
NO2− 0ppm
NO3- 5ppm

does this mean i'm fully cycled and can stop the frequent WCs?

Yes that would indicate you are cycled.

Are you cycling with fish? I ask because a fishless cycle requires no WC.

yes, correct - 3 goldfish.

it was a long, hard, painful, full of lessons learned process, and sad to say 1 death

Sorry about the death-those golden love bugs are so easy to get attached to and so easy to loose. Congrats to you on completing a fish in cycle, those are brutal. I would keep and eye on the parameters for the next couple weeks-goldfish are always a surprise.
