Fish Stock For A 28l Tank

I've recently purchased my first aquarium, a 28L cubic tank. The tank has been running a little over 3 weeks and I have just added 4 Black Neon Tetras. I'm hoping to be able to keep three species of fish and am trying to plan out what fish to buy. I'm considering the following fish and was wondering if this would be okay?

6 Black Neon Tetras
3 Guppies
3 Khuli Loaches

From what I have read and been told this is about the limit to the amount of fish that can be added. I've got a good filter with a reasonably high surface current and a small air pump feeding air though and air stone.

Will this be okay or is this still slightly overstocking the tank?

Also, if I have no intention of breeding the Guppies is it possible to keep three males and no females because the males are smaller?

Any help would be greatly appreciated.
 
khuli loaches like to be in larger groups and i don't think your tank is big enough to support them. you might be able to get away with the group of black neon tetras and the guppies, but three males might fight a little even if there are no females.
