35l 10 gallon stocking ideas

I have set up a 35 liter tank just cycling with media from another tank. I have some crystal cherry shrimp on the way and looking for stocking ideas and numbers.

Don't like guppy's,

Ember tetras
Pygmy Cory's
Shell dwellers
Badis
Galaxy rasbrosa
Sparkling gourami

What about some endlers like the black bear or black fire endlers? Or some Celestial Pearl Danios

Main question, what are the water parameters, particularly GH and pH?

Second, is the substrate soft sand (cories need this)?
