Why Is My Water Cloudy?

A few days ago my fishless cycle had just completed and my tank was filled with diatoms, which is usual for a fishless cycle. Anyway, I cleaned it out a day later with just an old rag, water was fine all day. The next day I forgot to turn the lights on, and then when I went the day after that to turn them on the water was SO cloudy I couldn't even see through one side to the other. I did a 40% water change and it cleared up a little but is still bad. What could this possibly be? I'm going to get fish today and I need to know if it will be harmful to them.

btw the tank numbers are: pH: 7.0, NH3: 0.0, NO2: 0.0, NO3: 10.0
 
Do you use liquid test kits, as it sounds like a bacterial bloom, meaning your tank is quite cycled.

Also would like to see the ammonia reading.
 
Yes I used liquid test kits..... all my readings are right there. Also, yes, my tank is completely cycled I have had it up for more than a month. I forgot to mention that it was a greenish cloudiness, maybe that will help in distinguishing it.
