why would a fish hang out on the top alot with plants its newly planted and i did water changes i dont wanna kill fish so help

What kind of CO2 - yeast based or pressurized? What size tank?
your fish could just like hanging out near the top of the tank, or they could be up there gasping for air... what kind of fish are they, and do they look like they're gasping?
 
its nurtafin pressure thingy that coems with stuff and no they arent gasping even if they were i wouldnt know if they are or not ...zebra danios i just got them as well and i forgot idiot me check theri ph likeness

it was a little hi end 7.6 so ill have to check again tommorrow but besides that what other reason ....
 
Danios generally like zipping around your tank, sometimes at the top. If they're not doing that, it can mean a number of things. It'd be best to test the ammonia and nitrite levels - those need to be at 0, otherwise he might be up there gasping cause he can't breathe. Water changes and an aerator would help him out then.

Have you cycled your tank? That could be a reason for the ammonia levels and whatnot.

pH and such probably aren't the reasons for danios, I don't think. They're pretty hardy fish, they've lived under a whole range of pHs for me safely.
 
A Nutrafin system (the kind with the little ladder thing, right?) is a yeast-based system (the pressurized systems are lots more expensive and have a metal canister that you get filled with co2) and it's virtually impossible to get too much Co2 into the tank with those, so that probably isn't the issue. If you can give us ammonia, nitrite, and nitrate levels, as well as info on tank size and stocking, maybe we can figure out what's wrong.

You need to be testing using an intank reagent for safe amounts and saturation of CO2
