White Tip Fins

I noticed my red eye tetra and my tetra serpa both had white tips on the fins at first I just thought it was part of their coloring but then I googled it and found out where some places say that it is because hardeness in the water. Which makes sense because my ph is 8.2 how can I drop it without adding any chemicals? I'm having other problems with the water so I don't want to add chemicals (finally got my ammonia to go to 0 still having nitrites problem (long story with water problems but thats slowly getting better))

Is there decorations I can add or anything like that? If I add some marine salt wont that only help the problem for a short amount of time?

Size of tank in gallons or litres.
How many fish and which type.
Water stats in nitrite,nitrate, and ph.

Some tetra's can have white tips to fins.
Just want to check its not bacterial finrot.

Signs of finrot are.
Red edging, pink eding, or white edging to fins.
Fins will look cloudy or translucent.
Excess slime on fins.
Fins that are raggy, split, or falling apart.
Red streaking to fins.
Holes in fins.

Bad water quality can cause finrot.

The size of my tank is 75 us gallons.
I have 10 fish right now (3 black skirt tetra none have white tips but did just notice one had a nipped fin (I also heard they could get the white tips from being nipped?, 3 red eye tetra (they have the white tips), 1 tetra serpa (has the white tip), 1 cory cat, 1 pleco.
PH 8.2, nitrate is 10 and nitrite is off the scale :(

No red edging/pink
don't look cloudy
like I said that one black skirt has a nipped fin thats the only other fin damage besides white tips (if it is damage)
no red streaks

I figured out my tap water had like 1.0 ammonia in it so it took me the longest time to find a source of water. Finally got well water and that has helped my ammonia go down and I'm going to change out another 15 gallons on Sunday hopefully to help the nitrites too.
 
Carry on with water changes.
If fins start to get worse add a bacterial med.
