I've got a new problem as stated below,
New Fish symptoms:
White string protruding between ventral fins.
No change in eating or swimming habits
I've tried using a pipette and water to see if it moves/ dislodges to no effect except a bit of flaring from the fish haha. I have not give him blood worms in a week (though they are chopped up) just in case something got caught there. All the plants are silk and this is a recent thing i have noticed. Should i wait it out longer to see if it dislodges on its self. Though its definitely not fuzzy like a fungus, it is like a white dead skin. Very strange =/
I'm going to take it as constipation (but i am not sure where the anus is on a betta fish) and not feed him for a bit, followed by a pea unless directed otherwise.
My only other thoughts, over feeding, stress (tank cycling), internal parasites, bacterial infection.. i'm not sure the right course of action..
Tank:
Fish in cycle
Heater + filter
25 litres
3 50% changes a day or one very large depending on test results (API liquid)
Had a large change today
I'll test for ammonia etc. if you want the results.

New betta fish came with fin rot (local chain pet store) recovered from white spot
Fin rot with aquarium salt treatment.
Active and eating
Chemicals used:
Prime
Treatments on hand:
Aquarium salt
King British white spot control/external parasites/costia/trichondina
Any ideas what this could be?
