That is a white widow it is a colour morph of the black widow tetra.
I have seen them in a few pet shops and aquatic shops around my area. you keep them the same way you keep black widows or any other tetra.
I disagree with kimmy that is no painted tetra like I have ever seen. I have seen them sold as fruit tetras. but I also think that it is a morph of a black skirt tetra
I have done some research and do believe that these are White skirt Tetras as suggetsed above a morph of the black skirt. With regards to these fish being dyed...I bought 4 yesterday and they have identical markings/colours( a kind of pinky orange) and although i do not know the back ground of these fish i am almost 100% sure the colours are natural
I've been seeing a lot of Gold Skirt Tetras in the fish stores around Dallas. Looks a bit like those too, although the ones I've seen seem a bit paler.
