What To Put Into A 22 Gallon Tank?

It's a freshwater with a couple of real plants and a bogwood. I was planning on getting a pleco. But what else?

Would it be planted enough for a few dwarf puffers?

Maybe not I don't know. Doesn't have any fertilizer. The only plants will be on and around the bogwood.

Would it be okay to grow on blue gravel???
