What Should I Get

i have a 44 l that currently has no fish i have thought of getting a betta for it but then i also love catfish and tetras but i no that the tank is to small for them
can any one suggest what to get
 
Well you could get a betta, with a small group of 6-8 pygmy cories, or a betta with some ghost shrimp and harlequin rasboras

I would not recommend this.  All corys need a group, and five is the minimum, and this species (Corydoras paleatus) gets a bit large for a 40 litre/10 gallon tank.
 
Personally, I would leave the Betta on its own in this tank.  Alternatively, without a Betta you could look at the various "dwarf" species of tetra (like the Ember) and rasbora (the species in Boraras), and the pygmy or dwarf corys.  All these are well suited to a smaller tank.

I have a female betta and one African Dwarf Frog in my 10 gallon (which is a tiny bit smaller than your tank), I had two frogs up until a week ago but I had one of them pass away suddenly. Temperament wise I never had any problems keeping the two species together, the only problems really came down to food, my betta is a pig so I have to make sure my frog is able to get to her food before my betta see's it (so I use a turkey baster or long tweezers to feed my frog) and sometimes my frog seems to mistake my betta's fin for a blood worm and lunges at her, but my betta is fast so she has never been bit. Hope this helps you decide what to get
