What do you think is the best filter for a 20 gal?

If you live in UK and have money, get an Eheim Ecco if you want the best. If you haven't got £45, a Fluval 2+ internal canister filter is pretty good. A second-hand Fluval 2 is probably the cheapest option.

However, the "best" filter for goldfish or cichlids isn't necessarily the best filter for gouramis or angelfish (the former need heavy-duty filtration, the latter need less filtration and less current). So you need to consider the type of fish you want, whether you have live plants or not and that sort of thing.

If you live in US, you can get small hang-on-the-tank filters and mini-biowheels which are probably even better.
 
id agree with the fluval filters.......they are superb

unless ur tank is empty now and u can get hold of 1 from a juwel tank.....they are excellent biological filters but dont produce a very good current

A power filter that hangs on the back would probably be the best for a 20 gal. It would be ridiculously expensive to get a canister filter and you wouldn't need one with a 20 gallon. I have seen some biowheels for pretty good prices that would be good.
 
You'll get a lot of different answers here on this one because it boils down to personal preference.

IMO, I would get a Penguin Bio-Wheel 125. I think the BIO-wheel is the best filtration there is. I live and die with a BIO-wheel. I would take the carbon out and use filter floss only for best results.

Fluvals are also good filters and there will probably be other filters mentioned that are good too, so like I said it comes down to personal preference. :)
