What can go in a cylinder 3 gal established tank?

I have a cylinder 3 gal established tank. It has been up and running for over 2 years. All that I have in the tank right now are 2 snails and a small piece or hornwort. I would like to put a fish or something in that tank, but I don't know what kind of fish would do well in this tank. Would a beta do well? I've done some research on betas and there is confusing information out there on the minimum size. I've read anywhere from 2.5 gals to 5 gals as a minimum for a beta. So, based on that info, a 3 gal should be ok, but I don't know if it is an ideal size. If this tank set up isn't good for a beta fish, what kind of fish would be good to put in this tank?
