Used 4 Gallon

I received a friend's old 4 gallon freshwater tank, complete with UG filter and gravel. The water parameters are as follows:

pH 7.0 ppm
ammonia 0 ppm
nitrite 0 ppm
nitrate 0 ppm
GH 1 dGH

Does the 0 ppm of nitrite mean that the tank is already cycled, since the gravel and the filter contain bacteria from when it was set up before?

I think that would depend on whether the gravel and filter had dried out before setting up the tank again. Your 0 readings could just be what the water was comming out of the tap.

The tank and the gravel were completely dried out. The tank hadn't been used for several months. . .

the bacteria is dead and gone will have to clean the gravel and recycle the tank.
