Upgrading My Beta Tank

Hi all my Betts is in a 10 l at the mow I am upgrading to a 19 l with a filter and I was wondring could I add anything to it say something little that will live ok with the Betts

Just want to check, will it have a heater as well? And I think all you can really add with your betta in this size tank will be a snail.
