Upgrading From 15 Gallon Tank To A 33 Gallon Tank

I might have an opportunity to upgrade my tank from a 15 gallon to a 33 gallon and was wondering what is the best route to transfer my fish to the newer tank. I currently have a Whisper internal tank filter recommended for 15-30 gallons tanks and will have to upgrade my heater which is only rated up to 15 gallon tanks.

Can I just move the water, substrate, plants, decorations, and fish from my 15 gallon tank into the 33 gallon and put my internal filter in the 33 gallon along with the filter that is coming with the 33 gallon tank?

Yes but you don't need to move the water as well.
