Uk/us Gallons?

a UK gallon is worth 1.2 US gallon.
say for example i bought a tank, 24" by 12" by 12".
it would be 15 gallons in the US but only 12 gallons in the UK,
are the stocking levels different, will US tanks be over stocked?
sorry its a little confusing, but i really dont understand. :S
if the gallon size if different, how do you work out what fish to put in it, wont a person living in the UK put less fish in in than an US fishkeeper?

the old 'rule' of 1" of fish per gallon of water is based on US gallons
it is a guide intended for slim bodied, slow moving fish as should be used a a guide rather than a set in stone rule.
 
ok, its just that when i bought the tank, i measured the gallon size using the lengths of the sides on the net, and now realising it must have been a american website, it told me it was 15 gallons.
its understocked anyway at the moment with a few guppies.
