Tetras fighting and hiding

I have recently started a 200 litre tank, after a suitable settling period I introduced 6 beacon tetras, which settled in and remained as a school.

2 weeks later I added 6 penguin tetras which joined the beacons and they all remained schooled for a few of days. After this 2 or 3 penguins appeared to become very territorial and chased any intruder. This behaviour has continued for 3 weeks and completely broken up the beacon school, so much so that they hide anywhere they can from the rabid penguins!

The only time all 12 fish appear is at feeding time and occasionally for short periods after lights out

All water tests show no problems, there are plenty of plants and cover.

Is this behaviour normal?
What should I do?
Is it OK to introduce more fish?

Please Help!
