After testing my tapwater, I get these results

Tapwater

pH = 7.0
Ammonia = 0
Nitrite = 0
Nitrate =0

Im just wondering if this will actually build up the colonies of bacteria.

As long as you are adding an ammonia source, sure. The bacteria for your tank is already present in minute quantites in the water and air, adding ammonia just adds a food source so they can multiply.
