Tank Lighting

Hi.. I have a 30 litre tank, it has just one fluorenect light tube in the hood. When I turn it on my neon tetras cower in the shadows and hide. My gourami also hides. Any suggestions? Will they get used to it? Anyone expereienced this?

how long has the tank been setup with fish in it?

Its been running for bout 3 and a half weeks with the tetras in it.

did you add the fish straightaway, or did you cycle using ammonia?

The tank did a fishlesss cycle for about four weeks. I also used tetra safe start and tap safe to help eliminate chorine and nitrates.
