Some Advice please

I will soon new setting up my new 47 gallon (uk) tank. It came with a 36watt fluorescent bulb. I am going to transfer the plant from my old tank into this one. My plant are mainly Good quality java ferns and anubias (all tied onto rocks or bogwood) and some bulb plants one, the main one looks like an onion. After reading up on planted tanks i realise the lighting in the new tank wouldn't be enough, there isn't enough room in the hood for another bulb so i added a reflector. What i was wondering is should i put laterite under my pea gravel and would one of these: Hagen C02 system be beneficial on a tank the size of mine: Please note i am on a tight budget and any advice is welcome! :unsure:
 
The laterite should help, but the CO2 would not becoz of the low lighting.
BTW, how much lighting did you have in the old tank and what size was that (30gal???) ?
 
the 30 gallon is 36 x 12 x 15 inches (i think) -_- it has one bulb but i can't remember how many watts and no reflector and i know it is overcrowded , hence the new tank! the java and anubias and the onion plant seem to be the only plants that can survive these conditions and my fish !
