Slime

Hi I am setting up a 28l tank for my 4 yr old daughter. The tank was set up 2 weeks ago using filter media from a long established healthy tank. This morning the tank sides and heater were all covered in thick white slime
Any ideas what this could be? T e tank has been emptied and thoroughly cleaned.

The bacteria in the filter media has had something to "eat" - i.e. are there any fish in the tank or other sources of ammonia there?
If not, I would suggest it is a bacterial bloom of some sort (unusual to find it on the surfaces of the tank and not just having cloudy water though).
