Serious Algae Problem

I noticed awhile ago that algea (green?) was growing on my fake silk plants in my 10g tank. So I removed the plants and cleaned them, did a 30% water change and changed the gravel. Now the algae is worse.. it's grown back on the silk plants, it's growing on the gravel, and on the glass in the 10g. What causes it and how do I get rid of it? :crazy: Also, could this be harmful to my fish? They're female bettas.

U could get small algae eaters. Oto is a choice but they do not last very long..
 
Hm, do them and bettas get along well? I'm not sure if I wanna add another fish, I don't really know anything about Otos.
 
have you tried adding a plant that will outcompete the algae? (such as hornwort) removing the tank for direct light / only turning light on when neccessary is another option especially if its only got silk plants in.
