I wouldn't recommend it. In general, mixing fish and newts is not good practice. Newts are little eating machines and will put anything into their mouths whether it fits or not. I tried having a betta in with my taricha granulosa just to see, and it took a whole 2 days for the newt to view the betta as food. Luckily, I was there to get him safely out. Also, red bellies have toxins in their systems, not as much as other newts, but it's there, and fish are not equipped to be exposed to these toxins for long periods of time and it can eventually wear on their health.

but what about dwarf ablbino frogs there a no no as well?

There aren't dwarf albino frogs, only ablino clawed frogs, which would eat your betta. ADF's only come in the brown form only I think.

Most correct Jayjay, If the frog in question is albino it is certainly an african clawed which will definitely not suitable.

Albino African dwarf frogs are simply not found in trade currently.
