Question About Fluval Tronic Heaters

Okay, when I bought a Fluval Tronic heater (300W for my 60gal), I noticed it had a minimum water line level on it, which I figured was a no brainer (make sure that line is below the actual water line, or else the heater will burn out or something). A couple of weeks ago, I changed out the water to fix the tank's stand, and when I removed the heater, I noticed there was another line: Maximum Water Level. So, does this mean the heater isn't fully submersible? At first, I'd had the heater poking out of the water a bit (the dial poked out, so I could adjust the temperature). Then I dunked it fully, horizontally, to more evenly distribute heat. Now I wonder, was that dangerous? I don't want to break the thing, and I don't want to electrocute myself one day when fumbling around in the water, lol. I've had the tank set up (cycling) for exactly a month now (so figure about 2-4 weeks of improper use of the heater, lol)
 
According to every website I could find on them, Fluval Tronics are completely submersible. Did it come with any paperwork, or do you still have the box, it should say on either if it is.
 
my Fluval Tronic heater is fully submersed and I havent had any problems
 
so is mine , its fine under full water , mines the 300w version aswell
