Poorly and swollen ember tetra

I recently lost a very mature cardinal tetra although I don't this this is related, but now an ember tetra is hovering near the top of the tank, looks swollen in general and expecially to one side, and possibly a bit whiter around the chest area. There's a video here. I haven't tested levels yet (will do asap) but I'd be grateful for any diagnosis or suggestions. Thanks.

The fish seems to be getting worse - as per new video, it now has clearly slightly protruding white spots to the body, one on one side and two to the other. Is this ich, perhaps with some bacterial infection also? I'm going to quarantine so would appreciate any help with treatment.
 
Could do with Colin here for this one. Personally I think this may be past medicating. My ember never got those spots however. That may be because it didn’t reach that stage before I euthanised it.
