On Side, At Bottom Of Tank

Im looking after my brother in laws fish and ive just found one at the bottow of the tank on its side i think gasping for breath. Im not sure what to do as i dont really know about fish. It looks fine, no skin problems. Just looks like its going to die, please help!!!
 
Size of tank in gallons or litres.
How many fish and which type.
Water stats in ammonia, nitrite, nitrate, and ph.

Immediate water change.
Is there enough aeration in the tank.
Is he also being listless and lethafic.
Does he look pale or darker in colour.
Have you been over feeding the fish.
 
There are only two fish as the other all died of some diese.
I dont know how to do stats :S
I caught him in a net to have a look at him and he is just like a dead lump, his fins arnt really moving.
He looks normal colour
The air pump is on.
I dont know what type sorry, tropical fish both grey, diffrent types.
Its a big tank. prob about 40liters

I dont think i have over fed the fish, im doing what ive been told too. But i guess i could have overfed them.
The healty grey one is pink on the bottom, has pink tipped fins, really pretty
 
40 litres is a small tank.

Do you know how to do a water change.

Just rremove some water from the tank with a jug. Then fill a bucket up with tap water and add some declorinator and stir.
Match temp of tank, you can go 2 degrees lower or higher and that's it.
Remove uneaten food with a net.

is it possible to load a pic up of the fish.
Give a description of the fish in a thread over in tropical discussion, some members might know which fish they are.

The one at the top is the healty one
 
He's dying i'm afraid.
Post these pics in tropical discussion as i'm no good with fish types.
Is his pedral fin red or pink at the base.

Its a pink colour base
 
its could be bacterial.
Red at bases of fins is septicemia.
Remove him once he died or he will polute the tank.
