Oily Scum On Water Surface

I have noticed that my tank has got an oily scum floating on top of the water surface.
It is still there even after i have just done a water change.
I have seen some water skimmers which claim to remove the scum and send it to your external filter but they seem expensive.
Will this effect the light reaching the live plants or is this just manufacturers hype?

The rainbow colour of oils on water can be very missleading, a very tiny amount of grease, oil etc looks realy bad but it doenst mix with water so your fish should be fine. Its probably the oil from your skin (humans are quite greasy). Drag a piece of newspaper across the surface to suck it up, that should do the trick.
